SSNIT: What the Scheme is about & Office Locations

The Social Security and National Insurance Trust, abbreviated as SSNIT, is a government agency charged under the National Pensions Act, 2008 Act 766 to collect contributions to pay pensions and other benefits to people on its scheme.

It protects the form of benefits to people in their old age, invalidity, sickness, or death of a breadwinner. The agency pays emigration benefits to a non-Ghanaian member living in Ghana permanently. This is not a saving scheme, so one cannot withdraw part of his contribution.

What Does SSNIT do?

The Social Security and National Trust is responsible for many things, including registering employers and giving them establishment registration numbers, registering all members, and issuing a unique social security number in a smart card. The agency also collects contributions and compiles data and maintains and updates members’ personal and financial records.

What do you do?

When you are working, be it in a government or private agency, your employer will get you registered so that they deduct your contribution once you are paid. For the self-employed, it is optional. You can choose to contribute to the scheme or not. If you choose the former, all you have to do is go to their office near you and get registered. Pay into the scheme whenever you want.

  • Contribution Rate Under the Social Security Scheme (tier 1)
    • Employer – 13.0% from worker’s basic salary
    • Worker – 5.5% from worker’s basic salary
    • Total – 18.5%

Out of the 18.5%, the employer remits 13.5% within 14 days of the ensuing month to SSNIT. 5% is remitted to the Second-Tier Mandatory Occupational Scheme.

Subsequently, SSNIT also gives 2.5% out of the 13.5% to the National Health Insurance Authority (NHIA) for the member’s Health Insurance.

SSNIT effectively withholds 11% for the administration of Tier 1.

Entry Age of joining the scheme– 15 years (minimum) and 45 years (maximum) only for new entrants (age 45+ to enter mandatory 2nd tier).

Age Exemption – 55 years and above exempted (option to join)

Minimum and Maximum contributions are indicated and reviewed periodically.

Investment of Funds – investment policy, external investments permitted.

Qualifying Conditions

  • The qualifying period of 240 months (20 years) reduced to 180 months (15 years)
  • Guaranteed Survivor’s benefits payment period increased from 12 to 15 years.
  • Increase in guaranteed pension payment period from 12 to 15 years. That is 72 to 75 years
  • Hazardous employment benefit – underground miner to retire at age 55 with full retirement benefit.
  • Must be between 50 and 60 years to benefit.
  • It is a Defined Benefit
  • Return of contributions plus interest is given when one does not qualify for two (2) benefits.
  • Established a Regulator, which is the National Pensions Regulatory Authority -NPRA.

Qualifying Conditions for the Invalidly Pension

To qualify for an invalidity pension, the member must have contributed for 12 months in aggregate within the last 36 months preceding the incidence of the invalidity. They must have also been certified by a Medical Board as incapable of regular gainful employment due to a permanent physical or mental disability.

The invalidity pension is paid monthly to a person who has been confirmed and certified incapable of earning an income.

Qualifying Conditions

  • You must have made a minimum of 12 months in aggregate within the last 36 months with the date of termination of appointment due to your invalidity as the reference point.
  • You must have been declared permanently invalid and incapable of any normal gainful employment:
  • By a qualified and recognized medical officer and
  • Certified by a Regional Medical Board on which a SSNIT Medical Officer is represented.

Medical Examination

  • Report to the SSNIT Branch in person or through your representative with a Medical Report from a recognized Medical Practitioner certifying you have a disability.
  • You will be required to appear before a Medical Board for examination where your invalidity is certified by the Medical Board
  • Qualifying Conditions for the Survivers Lumpsum Benefit
  • This is paid to dependents of members under the following:
    • When a member dies before retirement or
    • When a pensioner dies before age 75

Computation

Where a member dies having made at least twelve (12) months’ contribution within the last 36 months before his death, a lump sum payment of the earned pension of the deceased member for 15 years will be paid. This is based on the present value discounted at the prevailing Treasury Bill rate or 10%. Whichever is lower, however, will be paid to the member’s nominated dependents.

When the member’s death occurs before making the twelve (12) months contribution within the last 36 months, a lump sum equal to his total contributions and interest at 75% of the government Treasury bill rate will be paid.
